What is the message of this political cartoon?

The message of this political cartoon is that Equality does not mean Justice, Equality is everyone equal, but Justice is that everybody treat equally, so the tall guy could see the game, the short guy also could see the game, On the Quality side, the picture showed everyone gets one box, weather you see the game or not, it was fair to all the people. Justice side it's short guy gets two box, and tall guy gets non.
So this meant Justice, no matter who you are, everyone in the society treated equally, instead equality that everyone treated fairly.
First one that everyone could have the same thing, and the second one everyone could see the same thing, sort of as the handicap parking lot, so some times some people need a little helps, everyone could park their cars, but handicap people might need a little more helps or advantages.
